Am hoping those blocks were tested for their strengths to be used for load-bearing walls. Otherwise that house will be full of cracks after plaster.

Very much possible. Excavation for that black cotton, foundation slab around 1.5M. All wallings around 1 M., then shutter (beams, koroga etc) ground & 1st floor, piping (elec, plumbing etc) around 1.23M.
