Nairobi- Kirinyaga governor Anne Waiguru, also the chair of the Council of Governors, has clarified that she was not part of the officials signing performance contracts at the state house yesterday, August 1, 2023.

Waiguru, who was part of the officials locked out from the ceremony for lateness, said she did not attend the event to sign performance contracts as may have been misconstrued.

In a Facebook post, the county boss said the contracts were only for the members of the Executive as stated in the constitution.

"The Council of Governors- Kenya do not sign performance contracts with the Executive," she said while responding to a report that CoG was part of those who were signing the contracts," she said.

Waiguru was part of those officials who were late at the event.

Ruto disappointed with late officials

The president was visibly disappointed with the members of the Executive who were late for the performance signing contracts.

Performance contracting in the government of Kenya has been in effect for the last 20 years since former president the late Mwai Kibaki ascended to power.

During the performance contract signing event at State House on Tuesday, August 1, the head of state said he would want a written explanation from the state officers.

Written explanation

A furious Ruto said it seemed most government officials had been taking the event as a ritual; hence they were late.

He demanded they furnish him with written explanations on why they were late.

"I don't know whether it is because these performance contracts have been going on for 20 years that many people may be mistakenly thinking that it is a ritual. And that is why people resort to the old incompetent excuses," Ruto said.

A tough-talking Ruto said he did not want excuses about traffic from the late Cabinet and Principal secretaries in their written explanations.
