The residents reported the incident to Kwabwai chief George Olango on Saturday.
"I was informed of a decomposing head with signs of vultures feeding on it, and later on Saturday we found the decaying body of the girl," Olango said.
According to the Homa Bay Police Commander Samson Kinne, the cause of her suspected murder is yet to be established, but investigations into the incident have begun.
Kinne urged local authorities and residents to help the police with any information that could lead to the murder suspect being arrested.
"We are still going on with the investigations to ensure the suspect is arrested and the family gets the justice it deserves. We are asking residents to give any information about the whereabouts of the perpetrators," Kinne said.
The body of the deceased was taken to Manyatta Mortuary, where an autopsy will be conducted, to aid in the investigation.
Weeks ago, the decomposing body of a woman identified as Faith Kerubo was discovered in her house in Bomet county by her neighbour.
Kerubo's body was discovered fully dressed in a black skirt and white blouse wrapped in a blanket while lying on the side of the bed.
Police at the scene said the case would be treated as a possible murder case, as she had bruises on her hands.
